Smart Permitting/Contra Costa Report

The Contra Costa Economic Partnership conducted a review of countywide business permitting practices and has published the report Smart Permitting/Contra Costa. The report provides a framework for the permitting jurisdictions in Contra Costa to use in analyzing their business permitting processes. It is hoped that overall countywide business permitting improvements will result, benefitting the applicants, the permitting jurisdictions, and the overall economic vitality of Contra Costa.

Many local permitting jurisdictions are committed to improving business permitting by making the process more efficient and customer friendly, many with signicant success. The report is intended to build on those successes, stimulating actions for improving business permitting processes throughout Contra Costa County while maintaining the high quality of life that we all enjoy.

The report:

	Identifies Top 10 Business Permitting Improvement Areas
	Provides Recommended Actions for improvement in each of those areas.
	Identifies Best Practices that can serve as models for improvement
	Provides a scorecard for Self-Assessment by each permitting jurisdiction

The report is based on interviews with most of the eighteen cities in Contra Costa County, the County permitting departments, special districts, and dozens of businesses that have participated in business permitting in Contra Costa. Many jurisdictions outside of Contra Costa County were also studied and consulted to identify best practices that exist outside the County.
